The labor market in many developed countries is directly linked to the level and quality of skills gained from primary, secondary, and tertiary education. Labor market relies on these skills for research, innovation and complex inventions to provide jobs in return. In many black nations, the educational system is disconnected from the labor market because the labor market is narrow with mostly public sector employment and little private sector job opportunities. This leads to the production of large numbers of middle and high-level manpower without opportunities for the application of such skills in real life situation. The result is either the unending quest to leave the country for opportunities elsewhere or to remain in the country as a wasted brain. The above scenario underscores the lack of long term planning and implementation capabilities of black leaders not because they lack the intellectual capacity to do so, but because they either believe in short term disruptive approaches or they neglect the role of long term planning and implementation in the development of any nation. While many black nations do not have the economic resources to establish high quality educational institutions and related infrastructures to attract foreign industries with modern jobs, they are expected at least, to put in place institutional framework that will attract foreign investment. Few black nations however, have both economic and human resources to transform their countries to one of the most civilized countries in world. Regrettably, the countries remain undeveloped and slowly sliding towards reverse civilization. In this regard, it will be erroneous to ascribe the underdevelopment in such black nations to lack of economic resources or poverty or skilled manpower. In this instance, it is safe to hypothesize that such black nations and leaders have shown lack of ability to organize and plan their countries to achieve civilized order for future generations. Many social benefits in any nation such as health care, education, housing, and care for the elderly and people with disability are linked to gainful employment of citizens’ and residents. Black nations cannot achieve modern civilization if the leadership refuses to step up to the challenges needed to make civilized order happen in the 21st century.
The environment of many developed nations is the result of generations of planning and implementation. It will be misleading and unwise to convert the environment in underdeveloped black nations to the equivalence of a developed nation in one short term project. Black nations could achieve new form of civilization even with minimal complex network of roads intermingling with colorful lights, beautiful houses, big businesses, massive parks, and high-speed transportation systems. The new civilized order must however, function with all the attributes of modern civilization. This will require serious commitment of patriotic leaders and people in black nations and will prove that black people have the intelligence to organize, innovate, plan, and implement short and long tern reforms to achieve new civilized order. Failure might give credence to the dangerous and unacceptable notion that black leaders and people are genetically incapable of achieving civilized order by themselves. New form of civilization involves deploying the available innovations and inventions currently available and ongoing in western civilization to build an environment that preemptively avoids the downsides and negative impacts of western civilization. Some of the disadvantages of western civilization includes urban pollution, global warming from emission of massive amount of greenhouse gases, and attendant natural disasters. Black nations must take advantage of the current trend of the global quest to transition from unhealthy fossil fuels source of energy to solar, wind, and geothermal sources of energy that is clean and healthy. These innovations and technologies are available in western civilization and could be applied in many sectors of the economy of the black nations to help transition the countries to a new form of civilization that is healthy, affordable, achievable, and tailored to the needs of the people in both short and long term. Fortunately, the natural environment of many black nations is potential raw material for the generation of new forms of energy with minimal negative impact to the environment and massive potential for new jobs for the ordinary people. It will be inexcusable for leaders in black nations to not organize their countries to begin to plan for a new civilized order in their various countries having been excused for previous failed civilization due to reasons related to their past histories.
